As Maryland People's Counsel since 2021, David S. Lapp heads an independent State agency that advocates to protect the interests of Maryland utility customers. Most of the Office of People's Counsel’s work is before State and federal regulators. Before being appointed People’s Counsel, Lapp worked in the Office of the Attorney General of Maryland, serving as Deputy Counsel for the Department of Health and Chief Counsel of the Tobacco Enforcement Unit. Before that, Lapp worked on utility regulation as a writer, policy analyst, and attorney primarily representing and advising state regulatory commissions and consumer advocates.
